Thousands of students of 35 assembly constituencies of the state will get higher education near their doorstep
The State Government is paying special attention to the expansion of higher education under the visionary leadership of Chief Minister Jai Ram Thakur. Along with the establishment of excellent educational institutions, the higher educational institutions are being endowed with modern facilities by making proper use of the grant received from the Central Government through RUSA. The establishment of a second state university in Mandi will prove to be an effective step in the direction of making higher education accessible to all the remote areas of the state.
After the formation of Himachal Pradesh, the first state university was established in the year 1970 in the capital Shimla. This university, performing excellently in the field of higher education, recognized Himachali talent on the national and international stage, and leaving from here the youth left their mark of their work in various fields.
Higher education in this university expanded progressively and the number of research scholars and students also increased. New colleges were opened in the state. In such a situation, the academic and administrative burden was increasing on the university and for a long time the need for another university in the public sector was felt in the state. The establishment of private universities greatly helped in the spread of higher education, but the need for another state university remained.
The present State Government, after assuming power under the leadership of Chief Minister Jai Ram Thakur, took the first step towards providing higher education facilities to the youth of remote areas of the state near their homes by establishing a Cluster University at Mandi. Now expanding this university has been established as the second state university of the state. Sardar Patel University came into existence on April 1, 2022 and on June 28, 2022, the Chief Minister duly inaugurated it in Mandi.
Under Sardar Patel University, Mandi, 141 government and private colleges in five districts of Kangra, Chamba, Kullu, Lahaul-Spiti and Mandi will come up. Of these, 68 state colleges, 36 B.Ed. College and other colleges including 8 Sanskrit colleges. 160 colleges of remaining seven districts Shimla, Hamirpur, Bilaspur, Una, Sirmaur, Solan and Kinnaur will be under Himachal Pradesh University Shimla.
From the geographical point of view, youth from Pangi-Bharmaur of Chamba to remote areas of Lahaul-Spiti had to face many difficulties in reaching Shimla to get higher education. Parents were many times reluctant to send girls especially to such far away education. Now with the establishment of the university in Mandi, his journey has come down to less than half.
Himachal Pradesh University, Shimla will provide education to the youth of 33 assembly constituencies. At the same time, Sardar Patel University, Mandi will provide facilities of higher education to the students of 35 assembly constituencies of the state. The students of the colleges coming under this will not have to go far for their sporadic academic work. This will save their valuable time as well as money.
With the establishment of the second state university, the seats in various subjects of higher education have also increased. Youth forced to take education through distance education system due to limited seats or other reasons will now be able to take admission in regular classes for higher education. The process of filling various posts of teacher and non-teaching class is going on in this university, which has also provided employment opportunities to the highly educated youth of the state.
Initially, the admission process has been started in 11 subjects in Sardar Patel University Mandi. Among them M.A. History and Public Administration, MBA, MBE, MCA, M.Sc. Botany, Chemistry, Environmental Science, Physics, Zoology and M.Sc. Industrial Chemistry included.
Along with the establishment of new educational institutions, the state government is also paying special attention to strengthen the existing educational infrastructure. Rashtriya Uchchatar Shiksha Abhiyan (RUSA) has been implemented to improve the higher education system in the state. Under this, Rs 231 crore has been sanctioned by the Central Government. Out of this, Rs 176 crore has been released. 92 crores were approved by the Government of India in the year 2018-19. Of these, 90 percent is the central share and 10 percent is the state’s share. Out of this, infrastructure grant of Rs 20 crore has been provided to Himachal Pradesh University, infrastructure grant of Rs 52 crore to 26 colleges, Rs 12 crore to a new model degree college and Rs 8 crore to two other degree colleges for making model colleges.
Due to these efforts of the state government, the expected expansion in the field of higher education in Himachal has been ensured. Situated in the middle of the state and constantly climbing new steps in higher education, Indian Institute of Technology (IIT), Atal Medical Science and Research University, Shri Lal Bahadur Shastri Government Medical College, Ner Chowk in Mandi district, is now the second state university of the state. The cultural city is now emerging as the main center of higher education.

Addressing the meeting, the Transport Minister said that the number of deaths due to road accidents in the country is very high and according to an estimate, 50 percent of these people have to get urgent medical facilities within an hour (golden hour) of the accident. Bikram Singh said that the Himachal Road Safety Fund and Activities Rules, 2022 has been notified by the Government under which implementation and strengthening of road safety measures and activities are being ensured. Rs 18.38 crore fund has been released by the government on road safety. A road safety action plan of Rs 28.52 crore is proposed for the year 2022-23.
He said that keeping in view the seriousness of road safety, a Road Safety Cell has been established under the Transport Department, in which officers of Public Works, Transport, Police, Health and Education departments have been included. Accident prone black spots are being rectified through NHAI and Public Works Department. 75 lakh has been released to the police department for liquor sensor and speed check radar. The speed limit of vehicles has been re-fixed. He also directed the Transport Department to ensure the participation of non-official members of the Council in the awareness activities at the state and district level.
He said that to make school students aware of road safety, a course on road safety has been prepared in collaboration with State Educational Institute and Research Center Solan and it will be started from class VI to X in the coming academic session. Under the road safety awareness campaign by the department, an amount of Rs.3 crore has been released to the education department for the establishment of road safety clubs in higher secondary schools and colleges. Under the project of the Central Government, a monitoring center has been set up to monitor the movement of passenger vehicles for the safety of women and children. Trauma centers are also being set up at the district level.
The Transport Minister said that in the last four and a half years, the Transport Department has earned revenue of Rs 1985.93 crore from various heads. The revenue target for the financial year 2022-23 is Rs 512.10 crore and in the first quarter the department has earned a total revenue of Rs 182.78 crore which is Rs 85.70 crore more than the corresponding period last year. He said that the department has collected a fine amounting to Rs 22.28 crore by driving 129570 against the violators of motor vehicle rules.
He said that in view of the adverse circumstances of the Kovid period, the State Government has provided financial assistance and exemption of Rs 164.12 crore to the operators associated with the transport business. This includes 100% exemption in stage carriage, contract carriage and token tax for buses of educational institutions, special toll and passenger tax.
Director General of Police Sanjay Kundu said that the need of the hour was to make provision of pedestrian paths on the roads as well as integrated transport management system and traffic police stations. Innovative experiments like Traffic Volunteer in Shimla should be taken to all the districts.
Principal Secretary Transport Onkar Chand Sharma said that road safety is a sensitive subject and the Transport Department is trying to strengthen it in coordination with other departments. The cabinet also decided to fill 880 posts of Community Health Officers on contract basis under National Health Mission in various health and wellness centers of the state.
In the meeting, it was decided to fill 19 posts of Dental Officers on contract basis in the Department of Dental Health Services. Out of these, 50 percent posts will be filled through Himachal Pradesh Public Service Commission and 50 percent will be filled on batch wise basis.

The cabinet also decided to upgrade the Community Health Center of Shimla district, Sandasu to 50 bedded health institution, by creating and filling 16 posts of different categories.
In the meeting, it was also decided to open a new sub-health center at Kanola of Mashobra, Gram Panchayat of Shimla district.
In the cabinet meeting, it was decided to upgrade primary health center Kotla in district Kangra to community health center and also to create and fill two posts.
The cabinet gave its approval for opening of sub-health centers along with creation of necessary posts at Tatiana, Khadkahan and Shilli Adhog in district Sirmaur.
In the meeting, along with opening of Primary Health Center at Babeli in Manali Tehsil of Kullu district, it was also decided to create and fill three posts of different categories.
The Cabinet decided to upgrade Primary Health Center Gushaini to Community Health Center and Sub Health Center Jibhi to Primary Health Center in Banjar Tehsil of Kullu District for the convenience of the people of the area.
The cabinet decided to open a new sub health center at Suri in Una district.
The cabinet decided to upgrade the primary health centers of Una district, Amlehar and Badhehra Rajputana, to community health centers and to fill up seven posts of different categories.
The cabinet also gave its approval to upgrade the primary health center Gorkhuwala-2 of Sirmaur district to a 10-bedded health institution for the convenience of the people.
The cabinet gave its approval for upgradation of Community Health Center Sainj in Kullu district to 50 bedded health institution and creation and filling up of 27 posts of different categories here.
In the cabinet meeting, along with upgradation of Community Health Center Haripurdhar of district Sirmaur to civil hospital, it was decided to create and fill 26 posts of different categories for smooth functioning of this health institute.
In the meeting, it was also decided to upgrade the sub-health center Zarag of Sirmaur district to the primary health centre.
In the meeting, it was also decided to upgrade 30 bedded Community Health Center Rajpur to 50 bedded Health Institute in Sirmaur district and create and fill 20 posts of different categories for its smooth functioning.

In the cabinet meeting, it was decided to increase the bed capacity of Community Health Center at Raisan in Kullu district to 30 beds for the convenience of the people of the area.

Inaugurated the Maternal and Child Hospital building worth Rs 28.55 crore and Adarsh Career Center worth Rs 2.36 crore in Mandi
Chief Minister Jai Ram Thakur today inaugurated and laid foundation stones of four developmental projects costing Rs 62.16 crore in Mandi.
The Chief Minister under the World Bank funded HPHDP at Kangnidhar Upgradation and Strengthening of Main Market Yard at a cost of Rs 1.30 crore, Maternal and Child Hospital building of 100 bed capacity constructed at a cost of Rs 28.55 crore and Rs 2.36 crore at Mandi. Adarsh Career Center built at a cost was inaugurated. He also laid the foundation stone of Anaj Mandi to be constructed at Kangni with an investment of Rs.29.02 crore. On this occasion, the Chief Minister felicitated a girl child under the Beti Hai Anmol program and provided her with the opportunity to inaugurate and lay the foundation stone.
Addressing the people on the occasion, the Chief Minister said that the Adarsh Career Center would prove to be an excellent platform for providing counseling to the participants and students preparing for employment opportunities. He said that the Adarsh Career Center would work on a large scale on the NCS portal and this portal would provide the facility of registration to the participants besides providing facility of skill up-gradation through personality development. The center will also help the participants to understand the process of self-registration and prepare for the campus interview process.
Jai Ram Thakur said that the first phase of this grain market would be constructed at a cost of Rs 15 crore. He said that more than 20 bighas of land has been provided for the construction of this grain market, which will prove beneficial for the farmers and traders. He said that the Mother and Child Hospital with a capacity of 100 beds would be equipped with all state-of-the-art facilities at a cost of Rs.29 crore to meet the health needs of mothers and children. He also thanked the then Union Health Minister and BJP National President Jagat Prakash Nadda for providing two Mother and Child Hospitals at Mandi and Sundernagar. He said that the Congress government did not do anything in these hospitals during its tenure, but the present state government expedited the construction work immediately after coming to power.
The Chief Minister said that during the tenure of the present State Government, unprecedented development has been ensured in the State, especially in the district Mandi. He said that there are some projects like Medical University, State University, Shivdham, Dev Sadan etc., which will prove to be a milestone in the history of development of district Mandi. He said that the building of Government College Mandi, to be constructed at a cost of Rs 27 crore, would be dedicated to the public within the next two months. He said that efforts would also be made to provide better parking facility in Mandi town.
Jai Ram Thakur said that due to his humble background, he understands the developmental needs of the general public. He said that Samvad Sadans were formed in Shimla’s Secretariat and Oak Over, Mandi, Solan and Dharamsala by meeting the Chief Minister and other ministers to solve their public problems. He said that similar dialogue houses are being constructed in Manali, Una and other parts of the state as well.
The Chief Minister accused the senior Congress leader of the district of not doing any development in the district despite being in power for several terms. He said that the same leaders are now accusing the present state government of not doing any kind of development in the district Mandi. He said that an airport would definitely be built in the district Mandi, which would bring a lot of change in the economy of the district. He said that after the completion of the new census, the State Government would consider taking out the areas included in the Municipal Corporation Mandi, because after the new census, suitable population would be ensured in Mandi Nagar to meet the requirement criteria.
Welcoming the Chief Minister, MLA Anil Sharma said that people have high hopes from the Chief Minister as the Chief Minister is from Mandi district. He said that being a horticulturist, he understands the plight of the farmers very well. He said that the credit for providing sewerage scheme and Indira Market to Mandi city was the vision of late Pandit Sukh Ram, former Union Minister. He also presented the developmental demands of the area to the Chief Minister. He also urged the Chief Minister to provide proper transport area in the city.
Congratulating the people of the district for this grain market, Chairman of Agricultural Marketing Board Baldev Bhandari said that this will free the farmers from middlemen and they will get fair price for their produce. He said that a flower market has also been set up at Parwanoo in Solan district, which would prove to be a boon for the flower growers in the area.
Welcoming the Chief Minister, President of APMC Mandi, Dalip Thakur thanked him for laying the foundation stone of Anaj Mandi to be constructed at Kangni at a cost of Rs.29.06 crore. He said that the market yard would also help the farmers to market their produce near their homes.
