Decisions of the Himachal Pradesh Cabinet – July 14, 2022- हिमाचल प्रदेश मंत्रिमण्डल के निर्णय
In a meeting of the State Cabinet held here today under the chairmanship of Chief Minister Jai Ram Thakur, it was decided to fill 500 posts of Medical Officers in the Health Department to ensure better health facilities to the people of the State near their doorsteps. Out of these 500 posts, 300 posts of medical officers will be filled within one month through walk-in-interview and 200 posts through Himachal Pradesh Public Service Commission.
The cabinet also decided to fill 880 posts of Community Health Officers on contract basis under National Health Mission in various health and wellness centers of the state.
In the meeting, it was decided to fill 19 posts of Dental Officers on contract basis in the Department of Dental Health Services. Out of these, 50 percent posts will be filled through Himachal Pradesh Public Service Commission and 50 percent will be filled on batch wise basis.
In the meeting, it was decided to open the Block Medical Office at Kafota in Sirmaur district and create and fill 18 posts of different categories for its smooth functioning.
The Cabinet approved the extension of the Mandi Arbitration Scheme for the purchase of fruits of apple, mango and lemon varieties such as kinnow, malta, orange, galgal for the year 2022, along with an increase of Re 1 per kg in the procurement as compared to the previous year. also approved.
Under this scheme, 250 metric seedling, 500 metric ton graphited and 500 metric ton achari mango will be purchased for all varieties of mango at the rate of Rs.10.50. These will be procured through Himachal Pradesh Horticulture Produce Marketing and Processing Corporation Limited and HIMFED with a handling fee of Rs 1.30 per kg.
Under Mandi Arbitration Scheme, about 144936 metric tonnes of apples will be procured at the rate of Rs 10.50 per kg and handling charges of Rs 2.75 per kg. Under this scheme, 305 procurement centers will be opened according to the demand of fruit growers, out of which 169 centers will be opened and operated by Himachal Pradesh Horticulture Produce Marketing and Processing Corporation Limited and 136 collection centers will be opened and operated by HIMFED.
Similarly, 500 MT of Kinnow, Malta and Orange will be procured at the rate of Rs 9.50, Grade C at the rate of Rs 9.50, and 100 MT Galgal at Rs 8 per kg. Under this, the handling charge has been fixed at Rs 2.65 per kg for citrus fruits and Re 1 per kg for galgal.
The state cabinet also decided to remove the ban on transfer for 10 days from July 18 to 27, 2022.

The Cabinet signed a loan agreement of Rs 1098.89 crore with the Asian Development Bank through the Department of Economic Affairs, Government of India to provide external assistance to Himachal Pradesh Rural Water Improvement and Livelihood Project to provide clean drinking water to every household in the state. approved. The cabinet decided to transfer/lease out the government land on lease of Re 1 per annum for 99 years for opening new Kendriya Vidyalayas at Dharampur and Sandhol in Mandi district.
Approval was also given in the meeting to open two new Cyber Crime Police Stations at the Range Headquarters of Dharamsala and Mandi.
In the meeting, it was also decided to build three inspection cottages of Jal Shakti Department at Deodhar in Saraj area of Mandi district, Katrain area of Kullu district and Timbi in Shillai area of Sirmaur district.

Chief Minister Jai Ram Thakur today inaugurated and laid foundation stones of four developmental projects costing Rs 62.16 crore in Mandi.
The Chief Minister under the World Bank funded HPHDP at Kangnidhar Upgradation and Strengthening of Main Market Yard at a cost of Rs 1.30 crore, Maternal and Child Hospital building of 100 bed capacity constructed at a cost of Rs 28.55 crore and Rs 2.36 crore at Mandi. Adarsh Career Center built at a cost was inaugurated. He also laid the foundation stone of Anaj Mandi to be constructed at Kangni with an investment of Rs.29.02 crore. On this occasion, the Chief Minister felicitated a girl child under the Beti Hai Anmol program and provided her with the opportunity to inaugurate and lay the foundation stone.
Addressing the people on the occasion, the Chief Minister said that the Adarsh Career Center would prove to be an excellent platform for providing counseling to the participants and students preparing for employment opportunities. He said that the Adarsh Career Center would work on a large scale on the NCS portal and this portal would provide the facility of registration to the participants besides providing facility of skill up-gradation through personality development. The center will also help the participants to understand the process of self-registration and prepare for the campus interview process.
Jai Ram Thakur said that the first phase of this grain market would be constructed at a cost of Rs 15 crore. He said that more than 20 bighas of land has been provided for the construction of this grain market, which will prove beneficial for the farmers and traders. He said that the Mother and Child Hospital with a capacity of 100 beds would be equipped with all state-of-the-art facilities at a cost of Rs.29 crore to meet the health needs of mothers and children. He also thanked the then Union Health Minister and BJP National President Jagat Prakash Nadda for providing two Mother and Child Hospitals at Mandi and Sundernagar. He said that the Congress government did not do anything in these hospitals during its tenure, but the present state government expedited the construction work immediately after coming to power.
The Chief Minister said that during the tenure of the present State Government, unprecedented development has been ensured in the State, especially in the district Mandi. He said that there are some projects like Medical University, State University, Shivdham, Dev Sadan etc., which will prove to be a milestone in the history of development of district Mandi. He said that the building of Government College Mandi, to be constructed at a cost of Rs 27 crore, would be dedicated to the public within the next two months. He said that efforts would also be made to provide better parking facility in Mandi town.
Jai Ram Thakur said that due to his humble background, he understands the developmental needs of the general public. He said that Samvad Sadans were formed in Shimla’s Secretariat and Oak Over, Mandi, Solan and Dharamsala by meeting the Chief Minister and other ministers to solve their public problems. He said that similar dialogue houses are being constructed in Manali, Una and other parts of the state as well.
The Chief Minister accused the senior Congress leader of the district of not doing any development in the district despite being in power for several terms. He said that the same leaders are now accusing the present state government of not doing any kind of development in the district Mandi. He said that an airport would definitely be built in the district Mandi, which would bring a lot of change in the economy of the district. He said that after the completion of the new census, the State Government would consider taking out the areas included in the Municipal Corporation Mandi, because after the new census, suitable population would be ensured in Mandi Nagar to meet the requirement criteria.
Welcoming the Chief Minister, MLA Anil Sharma said that people have high hopes from the Chief Minister as the Chief Minister is from Mandi district. He said that being a horticulturist, he understands the plight of the farmers very well. He said that the credit for providing sewerage scheme and Indira Market to Mandi city was the vision of late Pandit Sukh Ram, former Union Minister. Welcoming the Chief Minister, President of APMC Mandi, Dalip Thakur thanked him for laying the foundation stone of Anaj Mandi to be constructed at Kangni at a cost of Rs.29.06 crore. He said that the market yard would also help the farmers to market their produce near their homes.

Speaking on the occasion, the Chief Minister said that modern sound propagation plants and other facilities including display screens are available in this hall with a capacity of 33 participants.
Jai Ram Thakur said that in the age of information technology, the practice of interaction and meetings through video conferencing has become very important. In view of this, special emphasis is being laid on creation of infrastructure equipped with modern facilities.
During the Kovid crisis, most of the meetings were conducted by the state government through video conferencing and the discharge of all the responsibilities was ensured. Modern information technology technology has changed the methodology and it is also ensuring saving of time.
Jai Ram Thakur said that special emphasis was being laid on the use of latest technology in most of the office buildings and other important buildings being constructed by the State Government. It is being ensured that these buildings are eco-friendly as well as meet the requirements of the future.
The Chief Minister said that this conference hall at Himachal Bhawan, Chandigarh would facilitate public sector undertakings, multinational companies, Himachal residents living in Chandigarh, various associations, press and media, among others, to organize their meetings and conferences.
Amit Kashyap, Managing Director, Himachal Pradesh Tourism Development Corporation welcomed the Chief Minister on the occasion and apprised him about the various innovative projects of the Tourism Corporation.

This was stated by Chief Minister Jai Ram Thakur while addressing the elected representatives of Panchayati Raj Institutions of Saraj Vidhan Sabha constituency at Sanskriti Sadan in Mandi today.
The Chief Minister said that out of the 78 panchayat heads of the Seraj assembly constituency, 76 belong to the BJP. Similarly 69 deputy heads are affiliated to the party. He said that along with ensuring development and welfare of the people in their areas, Panchayat Pradhans should work to strengthen the party at the grassroots level.
Jai Ram Thakur said that Gram Panchayats are the most important unit of democracy and play an important role in the development of rural areas of the state. Therefore the role of the elected representatives of these institutions becomes all the more important. He said that the elected representatives should also contact the enlightened persons of their respective areas and encourage them to join the party. He said that the people of Seraj have a huge responsibility to ensure a massive and record victory of the BJP in the coming assembly elections.
The Chief Minister also released a diary published by the Saraj BJP Mandal on the occasion.
BJP State President Suresh Kashyap said that the people of Seraj are fortunate that the representatives elected from Seraj are representing their constituency as well as representing the entire state. Chief Minister Jai Ram Thakur, while addressing the 30th meeting of the Northern Zonal Council in Jaipur, Rajasthan today, urged the Central Government to expedite the pending cases of Pong Dam oustees as per the decision of the Hon’ble Supreme Court. He said that Himachal Pradesh has always played an important role in the development of the nation. He said that the people of the state have faced the pain of displacement due to the construction of Pong Dam and other hydroelectric projects. In view of the construction of Pong Dam, 2.25 lakh acres of land was reserved in Rajasthan for the rehabilitation of 16,352 displaced Himachalis. He said that out of these only 8,713 displaced people have been provided land/murabba.
Union Home Minister Amit Shah presided over the meeting. The meeting was attended by Chief Ministers and Lieutenant Governors of eight States and Union Territories to discuss law and order, internal security, border related matters and interstate water related matters.
Jai Ram Thakur said that on December 27, 2021, Prime Minister Narendra Modi laid the foundation stone of Renukaji Dam project on Giri river in Sirmaur district to be constructed at a cost of Rs.7 thousand crore. He said that this 40 MW project would generate 200 million units of electricity. He said that this would meet 40 percent of the drinking water requirement of Delhi. He said that this ambitious scheme would prove to be important in meeting the energy and drinking water requirements of many states in the northern regions.
The Chief Minister appreciated the decision of the Central Government to ban single use plastic in the country. He expressed his gratitude for the efforts of Prime Minister Narendra Modi for the construction of Atal Tunnel Rohtang. He said that with its construction, tourism business has increased in the state and it has also facilitated the rapid movement of military forces deployed on the border areas of China.
Jai Ram Thakur said that the share of Himachal Pradesh in Bhakra Beas Management Board (BBMB) projects is 7.19 per cent, but the state does not have the status of full time member in it. He said that more than 1 lakh acres of fertile land in the state under Bhakra project and 65,563 acres of land in Dahar have been submerged due to Pong project on river Beas, while the state was not given the right to make proper use of electricity and water generated from these reservoirs. Expressing concern over the problem of drugs, the Chief Minister said that this problem is emerging as a big challenge before the society. He said that the Himachal Pradesh government was running an awareness campaign to sensitize the youth especially about the ill effects of drugs. He said that the state government is maintaining constant coordination with the neighboring states. He urged all the states to resolve to make this campaign more effective to eradicate this social evil. He also raised the issue of telecom connectivity in 585 inaccessible villages of the state.
Underlining the effective role of the state in the conservation of forests, the Chief Minister suggested some amendments in the Forest Conservation Act, 1980.
Reiterating the commitment of the State Government to protect the interests of women and prevent incidents of crime against them, the Chief Minister said that complete investigation is being ensured within 60 days of cases registered under Section 376 and POCSO Act. He said that the Superintendents of Police have been asked to regularly monitor the ITSSO portal. He said that the compliance rate was 49.9 percent in the year 2020 which has increased to 82.2 percent in the year 2022.
He also urged the Central Government to expedite the pending issue of rail connectivity in the Baddi-Barotiwala-Nalagarh industrial area of the state.
Sharing some of the best initiatives taken by the Himachal Pradesh government in the meeting, Jai Ram Thakur said that the state has started Jan Manch to bring more transparency in the administration and to solve the problems of common man quickly. He said that the Himachal Pradesh government has expanded the scope of social security and reduced the age limit for obtaining old age pension from 80 years to 60 years. Due to this, almost all the old people have become entitled to get pension. He said that the state government has started Mukhyamantri Sahara Yojana for serious patients of economically weaker sections. He said that to promote natural farming in the state, Himachal Pradesh has started Pratikriti Kheti-Khushal Kisan Yojana.
He said that more than 1.71 lakh farmers in the state have been benefited by natural farming and an area of 9421 hectares has been brought under it.

Addressing a public meeting at Dhali, the Chief Minister said that all these projects would prove to be a milestone for the city of Shimla and would provide convenience to the local people as well as the tourists. He said that Shimla is not only the capital of the state, but it also has the distinction of being the summer capital of India and a major tourist destination during the British rule. He said that the State Government was committed to develop Shimla city as a smart city and restore its old glory. Efforts are being made to beautify the parks including widening of existing roads, creating walkways and parking slots, improving water supply, he said.
Jai Ram Thakur said that the Chaba water supply scheme worth Rs 70 crore in Shimla town was completed in a record time of nine months after the water crisis in the summer of 2018. He said that this has solved the water problem of Shimla city. He also accused the previous government of ignoring the interests of the people of Shimla city. He said that the present State Government has started several projects for Shimla city for the convenience of the people of the capital. He said that adequate budget has been provided by the present government for the construction of new OPD section of IGMC Shimla. He said that it is unfortunate that opposition leaders are trying to take credit for this building.
The Chief Minister said that a water supply scheme worth Rs 1813 crore was being constructed for Shimla city, on completion of this scheme, 24 hours water supply would be ensured to the residents of Shimla. He said that a double lane tunnel is being constructed in Dhali. This will ensure smooth movement of vehicles on the route. He said that not a single tunnel was constructed in Shimla city after independence.
Jai Ram Thakur said that the State Government has ensured unprecedented development of all the areas of the State. He said that during the last four and a half years special attention has been paid to the upliftment of the weaker sections of the society. He said that all the welfare schemes of the State Government are aimed at ensuring socio-economic upliftment of the poor and weaker sections of the society.
The Chief Minister said that he prefers to work in silence and does not believe in the politics of vengeance. He thanked Prime Minister Narendra Modi for his affection towards the state and the people of the state. He said that the Prime Minister chose Shimla to celebrate the completion of eight years of the NDA government and Dharamsala to organize the conference of Chief Secretaries, which shows his affection for the state and its people. He said that Congress leaders might not like the Prime Minister’s frequent visits to the state.
Jai Ram Thakur said that the process of land acquisition for the construction of international airport at Mandi would be started soon and the rail network would also be strengthened. He said that 20 electric buses would be made available for Shimla city and 15 for Dharamshala city for the convenience of the passengers. Earlier, the Chief Minister today flagged off 21 state-of-the-art fire brigade vehicles worth Rs 7.64 crore from Ridge in Shimla for different parts of the state.
Urban Development Minister Suresh Bhardwaj thanked the Chief Minister for laying the foundation stone of Sabzi Mandi and other developmental projects to be constructed at a cost of Rs 20 crore under AMRUT Mission. He said that these projects would go a long way in providing world class facilities to the local people as well as the tourists visiting the state capital Shimla. He said that under the Smart City project, Dhali Bus Stand would be constructed at a cost of Rs 17 crore. He urged the people of Shimla city to cooperate with the administration to make Shimla a smart city in true sense. He also thanked the Chief Minister for starting various welfare schemes for the upliftment of the poor and needy.

While informing the general public, District Election Officer and Deputy Commissioner Shimla Aditya Negi informed that the work of updating (error-free) voter lists is being done under the process of General Election 2022 of Municipal Corporation Shimla.
He informed that draft voter list and objections related to draft 4,5,6 Election Registration Officer and Sub-Divisional Officer (NO), Shimla Rural and Shimla Urban Office, Municipal Corporation Shimla Office, Tehsil Shimla Rural and Shimla Urban Office, each of the Municipal Corporation Shimla. He said that in respect of 05 wards (6-Summerhill, 9-Baluganj, 11- Tutikandi, 12-Nabha, 13-Fagli) of Shimla Municipal Corporation, this process would be started as per the instructions and dates received from the State Election Commission.
He said that the persons who would have completed 18 years of age on July 01, 2022 would be eligible to enroll their names in the voter list. Any eligible person whose name is not registered in the voter list may be appointed by the State Election Commission, Himachal Pradesh from 07 July 2022 to 16 July 2022, from the date of July 07, 2022 to July 16, 2022 by the respective revision officer (Tehsildar, Shimla Rural/Shimla Urban, Naib Tehsildar, Shimla). He said that Mukhyamantri Seva Sankalp Helpline 1100 has been started for resolving public problems at door-to-door. Through this service, the solution of problems is being ensured at the doorstep on a phone call.
