Announcement of revised pay scale for 4000 employees working under Zilla Parishad cadre in Panchayati Raj Department
Today 76th Independence Day was celebrated with enthusiasm and gaiety across the state. On this historic occasion, programs were organized at the state, district and sub-divisional level. The tricolor hoisting of the National Flag and the attractive march past presented by the contingents of State Police, Home Guard, SSB and ITBP were the main attractions during the programme.
Chief Minister Jai Ram Thakur presided over the state level program at Sarahan in district Sirmaur.
The Chief Minister unfurled the National Flag and took salute from the contingents of State Police, Home Guard, NCC, NSS. Deputy Superintendent of Police Pranav Chauhan led the parade.
Addressing on the occasion, the Chief Minister announced to provide the first installment of arrears of the revised pay scale to the employees and pensioners of the State Government from January 1, 2016. He said that the state government would provide a benefit of Rs 1000 crore for this. He said that this would benefit about 2.25 lakh employees and 1.90 lakh pensioners of the state, including employees and pensioners of public sector undertakings. He said that employees and pensioners have got a benefit of Rs 3500 crore as a result of revised pay scale and pension.
Jai Ram Thakur announced revised pay scale for the employees working under Zilla Parishad cadre in Panchayati Raj Department in the state. This will benefit about 4000 employees.
The Chief Minister announced to provide services of Panchayat Chowkidars on daily wage basis for 12 years of continuous services.
Jai Ram Thakur said that the State Government has provided mustard oil to BPL families at Rs 134 per liter under the National Food Security Act (NFSA) and Rs 139 per liter to APL families under the National Food Security Act (OTNFSA). Under OTNFSA, refined oil is being provided to BPL families at Rs 122 per liter, under OTNFSA Rs 127 per liter to APL families. He said that the State Government is providing subsidy of Rs.5 per liter on edible oil to APL families under OTNFSA and Rs.10 per liter of edible oil to BPL families under NFSA. He doubled the subsidy on edible oil provided to APL families under OTNFSA from Rs.5 per liter to Rs.10 per liter and raised the subsidy on edible oil to BPL families from Rs.10 per liter under NFSA. Announced to increase it to Rs 20 per litre.
The Chief Minister announced to formulate a policy of pre-primary education to strengthen pre-primary education in the state and to recruit pre-primary teachers as per requirement.
He said that in order to provide benefits to the farmers of the lower and middle regions of the state, the state government would file an appeal in the Supreme Court for exclusion of khair from the 10-year Patan (harvesting) programme.
Jai Ram Thakur while wishing the people of the state on Independence Day said that it is a special occasion for the people of the state. On one hand, while we are celebrating the Amrit Mahotsav of Independence, various programs are being organized in the state on the occasion of the 75th year of the formation of Himachal Pradesh. He also paid tribute to the freedom fighters whose tireless efforts led India to independence. He said that under the able leadership of Prime Minister Narendra Modi, people across the nation are participating in the ‘Har Ghar Tricolor’ program. He said that the freedom fighters, people’s heroes and the people of the state have also made an unforgettable contribution in the freedom movement of the country which is recorded in the history.
The Chief Minister said that it is a matter of pride for the people of the state that on 76th Independence Day, the state is also celebrating 75th year of its existence. He said that the State Government is organizing 75 programs on this occasion in a planned manner across the State. The main objective of these programs is to showcase the development journey of the state during 75 years. He urged the people to actively participate in these events and be a part of the glorious 75 years of the state.
He said that despite the difficult geographical conditions, the state has made phenomenal development during these years, the credit of which goes to the efficient leadership and honest and hardworking people of the state. He said that the state had not only grown in size during these years but also made commendable progress in various fields in the state. He said that the literacy rate of the state was only 4.8 percent when it came into existence, which has now increased to more than 83 percent. The total length of the roads at that time was 288 km, which has increased to 39,500 today. Similarly, there were a total of 301 educational institutions in the state, whose number has increased to 16,124 today.
Jai Ram Thakur said that Himachal Pradesh has emerged as a model of development and public welfare for other states of the country in spite of various challenges and limited resources. Today the state has its own identity and the achievements of the state in various fields have been appreciated at the national level.

The meeting of the committee constituted by the government on the demands of NPS employees was held here today by Chief Secretary R.D. Dhiman presided. Various issues related to NPS were discussed in detail in the meeting.
It was apprised in the meeting that after the attainment of full statehood status to Himachal Pradesh in the year 1971, the service rules of the Central Government have been implemented by the State Government for its employees. Himachal and other states have implemented the National Pension System on their employees on the lines of the Central Government. He said that the present state government has provided many benefits to about one lakh 15 thousand NPS employees after the year 2018.
Government contribution has been increased from 10 percent to 14 percent with effect from April 1, 2019, due to which NPS employees are getting additional benefit of Rs 175 crore annually. This will give more pension to these workers. For NPS employees, the government will contribute Rs 911 crore per annum, which was Rs 260 crore in the year 2017-18. On the lines of other employees, the facility of family pension / invalid pension has also been given to NPS employees by the state government since the year 2003.
It was informed in the meeting that the NPS employees who were left out between 2003 and 2017 were given the benefit of gratuity from the year 2003 onwards by the present government and Rs 110 crore was spent on it. The benefit of increased gratuity in the state was given to NPS personnel on the lines of other employees. The Central Government has provided various income tax exemptions to the NPS employees and the final withdrawal has been made completely tax free. 40 percent of annuity purchases have also been made completely tax free.
It was decided in the meeting that the government would take necessary action with sensitivity on the problems and demands of the NPS employees so that proper solution could be found to all the problems. It was also informed in the meeting that NPS is based on the scheme implemented by the Central Government and whenever there is any change in it from the Central Government in future, the State Government will also implement it with immediate effect.
It was said on behalf of the members that there is a lack of information among the employees about investment, share market, possible returns in the future of current trends etc. Huh. The committee decided that an internal advisory group would be constituted under the chairmanship of Deputy Commissioner Mandi Arindam Choudhary and other officers and employees would be included in it. The group will share information about past returns, various investment instruments and potential investment opportunities by issuing internal advisory from time to time at least every quarter.
In the meeting, Secretary Finance Prabodh Saxena, Vice President of Himachal Pradesh Employees / Workers Welfare Board Ghanshyam, President of Non-Gazetted Employees Federation Ashwani Thakur and General Secretary Rajesh Sharma, President of New Pension Scheme Employees Federation Pradeep Thakur and General Secretary Bharat Sharma and officers of Finance Department were also present in the meeting. The elected representatives of Panchayati Raj Institutions identify the beneficiaries of various schemes and programs of the State Government and reach out to maximum beneficiaries so that they can be encouraged to strengthen the Bharatiya Janata Party. This was stated by Chief Minister Jai Ram Thakur while addressing the elected representatives of Panchayati Raj Institutions of Saraj Vidhan Sabha constituency at Sanskriti Sadan in Mandi today.
The Chief Minister said that out of the 78 panchayat heads of the Seraj assembly constituency, 76 belong to the BJP. Similarly 69 deputy heads are affiliated to the party. He said that along with ensuring development and welfare of the people in their areas, Panchayat Pradhans should work to strengthen the party at the grassroots level.
Jai Ram Thakur said that Gram Panchayats are the most important unit of democracy and play an important role in the development of rural areas of the state. Therefore the role of the elected representatives of these institutions becomes all the more important. He said that the elected representatives should also contact the enlightened persons of their respective areas and encourage them to join the party. He said that the people of Seraj have a huge responsibility to ensure a massive and record victory of the BJP in the coming assembly elections.
The Chief Minister also released a diary published by the Saraj BJP Mandal on the occasion.
BJP State President Suresh Kashyap said that the people of Seraj are fortunate that the representatives elected from Seraj are representing their constituency as well as representing the entire state. He said that the representatives should also give due respect to the candidates defeated in the elections and make efforts to bring them back in the party. He also urged the elected representatives to work tirelessly to strengthen the party’s base in their area. He said that there is no dearth of budget for development works and it requires only commitment and hard work.
On this occasion, many Panchayat Pradhans and Up-Pradhans gave their valuable suggestions regarding strengthening the party.
MLA and BJP State General Secretary Rakesh Jamwal and other senior leaders of the Saraj Vidhan Sabha were also present on the occasion.
