Announcement of revised pay scale for 4000 employees working under Zilla Parishad cadre in Panchayati Raj Department

Today 76th Independence Day was celebrated with enthusiasm and gaiety across the state. On this historic occasion, programs were organized at the state, district and sub-divisional level. The tricolor hoisting of the National Flag and the attractive march past presented by the contingents of State Police, Home Guard, SSB and ITBP were the main attractions during the programme.
Chief Minister Jai Ram Thakur presided over the state level program at Sarahan in district Sirmaur.
The Chief Minister unfurled the National Flag and took salute from the contingents of State Police, Home Guard, NCC, NSS. Deputy Superintendent of Police Pranav Chauhan led the parade.
Addressing on the occasion, the Chief Minister announced to provide the first installment of arrears of the revised pay scale to the employees and pensioners of the State Government from January 1, 2016. He said that the state government would provide a benefit of Rs 1000 crore for this. He said that this would benefit about 2.25 lakh employees and 1.90 lakh pensioners of the state, including employees and pensioners of public sector undertakings. He said that employees and pensioners have got a benefit of Rs 3500 crore as a result of revised pay scale and pension.
Jai Ram Thakur announced revised pay scale for the employees working under Zilla Parishad cadre in Panchayati Raj Department in the state. This will benefit about 4000 employees.
The Chief Minister announced to provide services of Panchayat Chowkidars on daily wage basis for 12 years of continuous services.
Jai Ram Thakur said that the State Government has provided mustard oil to BPL families at Rs 134 per liter under the National Food Security Act (NFSA) and Rs 139 per liter to APL families under the National Food Security Act (OTNFSA). Under OTNFSA, refined oil is being provided to BPL families at Rs 122 per liter, under OTNFSA Rs 127 per liter to APL families. He said that the State Government is providing subsidy of Rs.5 per liter on edible oil to APL families under OTNFSA and Rs.10 per liter of edible oil to BPL families under NFSA. He doubled the subsidy on edible oil provided to APL families under OTNFSA from Rs.5 per liter to Rs.10 per liter and raised the subsidy on edible oil to BPL families from Rs.10 per liter under NFSA. Announced to increase it to Rs 20 per litre.
The Chief Minister announced to formulate a policy of pre-primary education to strengthen pre-primary education in the state and to recruit pre-primary teachers as per requirement.
He said that in order to provide benefits to the farmers of the lower and middle regions of the state, the state government would file an appeal in the Supreme Court for exclusion of khair from the 10-year Patan (harvesting) programme.
Jai Ram Thakur while wishing the people of the state on Independence Day said that it is a special occasion for the people of the state. On one hand, while we are celebrating the Amrit Mahotsav of Independence, various programs are being organized in the state on the occasion of the 75th year of the formation of Himachal Pradesh. He also paid tribute to the freedom fighters whose tireless efforts led India to independence. He said that under the able leadership of Prime Minister Narendra Modi, people across the nation are participating in the ‘Har Ghar Tricolor’ program. He said that the freedom fighters, people’s heroes and the people of the state have also made an unforgettable contribution in the freedom movement of the country which is recorded in the history.
The Chief Minister said that it is a matter of pride for the people of the state that on 76th Independence Day, the state is also celebrating 75th year of its existence. He said that the State Government is organizing 75 programs on this occasion in a planned manner across the State. The main objective of these programs is to showcase the development journey of the state during 75 years. He urged the people to actively participate in these events and be a part of the glorious 75 years of the state.
He said that despite the difficult geographical conditions, the state has made phenomenal development during these years, the credit of which goes to the efficient leadership and honest and hardworking people of the state. He said that the state had not only grown in size during these years but also made commendable progress in various fields in the state. He said that the literacy rate of the state was only 4.8 percent when it came into existence, which has now increased to more than 83 percent. The total length of the roads at that time was 288 km, which has increased to 39,500 today. Similarly, there were a total of 301 educational institutions in the state, whose number has increased to 16,124 today.
Jai Ram Thakur said that Himachal Pradesh has emerged as a model of development and public welfare for other states of the country in spite of various challenges and limited resources. Today the state has its own identity and the achievements of the state in various fields have been appreciated at the national level.
